The City of Early is soliciting sealed proposals from qualified vendors for the provision of road
construction materials to support the City’s infrastructure and street maintenance activities
associated with TDA Project CDV23-0106. The City intends to secure a vendor or vendors
capable of providing a consistent and reliable supply of materials under flexible pricing to
accommodate market fluctuations. It is intended that the prices provided will be honored for a
period not less than one year from the opening date, with allowances for market fluctuations as
stated below. The delivery time will be subject to the General Contractor installing the materials.
Therefore, the Proposer should include coordinating with the General Contractor to meet the
project schedule. Materials shall be delivered to McDonald Street, Early, TX.
Materials Requested
The proposal should include pricing and availability for the following:
• - Crushed Aggregate Base Material (Type 1, Grade A)
• - Hot Mix (Type D)
Please provide a breakdown of delivery fees based on distance and/or volume, if applicable. While
the City prefers to award to a single vendor, it reserves the right to select multiple vendors
depending on the proposals received.
Market Pricing Adjustments
Due to industry-wide material cost volatility, the City seeks to establish a pricing structure that
includes flexibility for price adjustments during the contract term. Proposals should include:
• - A baseline price for each material
• - A method for documenting future price increases or decreases
• - Any alternative pricing protection strategies your company uses
Vendors awarded a contract will be required to provide documentation for any price changes. The
City expects vendors to pass along any market-based decreases in pricing.
Submission Requirements
Proposals must be sealed and received no later than 2:00 p.m. on Thursday, February 5, 2026.

Each proposal must include one (1) copy and be clearly labeled:

OPENED: FEBRUARY 5, 2026”
Late proposals will be returned unopened.
Required Proposal Information
Each proposal should include the following:
• - Firm qualifications and experience
• - Locations of all offices; indicate which location will serve City of Early
• - Names and contact information of key personnel
• - History of working with the City of Early (if applicable)
• - Experience providing materials to municipalities or public entities
• - References from governmental clients (past 5 years preferred)
Evaluation Criteria
Proposals will be evaluated based on the following:
• - Pricing of requested materials, including delivery
• - Ability to deliver in a timely manner
• - References and qualifications
• - Reputation and reliability
• - Previous relationship with the City of Early
Contract Award and Pricing
Following the proposal review and evaluation, a recommendation will be made to the City Council
for contract award. Pricing established through negotiation after proposal opening will be
considered final, subject to the price adjustment provisions described earlier.
