GENERAL

  • The guiding specifications for street rehabilitation projects shall be the Standard Specifications for Construction and Maintenance of Highways, Streets, And Bridges adopted by the Texas Department of Transportation November 2014. 
  • The awarding of the bid for this project will be based on the “Best Value” for the City of Early, Texas, as authorized by section 252.043(b) of the Texas Local Government Code. (b) In determining the best value for the municipality, the municipality may consider: 
    • The purchase price; 
    • The reputation of the bidder and off the bidder’s goods or services; 
    • The quality of the bidders goods or services; 
    • The extent to which the goods or services meet the municipality’s needs; 
    • The bidders past relationship with the municipality;
    • The impact on the ability of the municipality to comply with laws and rules relating to contracting with historically underutilized businesses and non-profit organizations employing persons with disabilities; 
    • The total, long-term cost to the municipality to acquire the bidder’s goods or services; 
    • Any relevant criteria specifically listed in the request for bids or proposals. 
  • The City Council of the City of Early reserves the right authorized by section 252.043(f) of the Texas Local Government Code: 
    • The governing body may reject any and all bids. 
  • The Contractor will be required to abide by section 252.044 of the Texas Local Government Code and Chapter 2253 of the Texas Government Code concerning required bid and performance bonds. 
  • The project is set up with a Base bid component and an Alternate bid component as shown in the plans provided by the Engineer. The intent of this approach is to add the alternate bid component as permitting and budget allows. There is no guarantee of the alternate bid components. Both components must be bid to be considered for project award. Quantities and the breakdown of the components are shown in the quantity sheets of the plans. 
  • Disposal of surplus material will be the responsibility of the contractor and subsidiary to services provided 
  • Any staging area or material stockpiles on City property must be preapproved. Contact Larry McConn at 325-643-5451 for more information. 
  • No trees shall be removed or trimmed without prior coordination and approval of City of Early. Contact Larry McConn at 325-643-5451 for more information. 
  • Water meters, valve boxes, and/or sewer cleanouts that are located within the proposed sidewalk and requiring adjustment will be completed by City of Early. Contractor shall notify the City at least 5 days in advance of when the adjustment is needed. 
  • All improvements are located on City of Early property. City of Early will gain approvals as needed for any questions which should arise during construction. 
  • Contractor shall maintain grade control such that positive drainage is maintained at all times. 
  • Saw-Cutting with approved equipment as directed by the Engineer will be required to establish clean and straight joints. This work will not be paid for directly but shall be considered subsidiary to various bids. 
  • Access to the site is currently secured. Contact City of Early for access to the site. 

SEQUENCE OF WORK 

The sequence of construction for the roadway improvements is as follows: 

  • Set signage and barricades as shown in the Traffic Control Layouts 
  • Contact Texas811 to mark utility locations. Additionally, contact City of Early to locate possible additional features prior to construction. 
  • Install SWPPP devices according to plan 
  • Perform work according to plan including construction of sidewalks, drainage features, and associated parking upgrades. 
  • Clean project site including finished pavement surface and remove SWPPP devices 

Once soil is disturbed at a location, the contractor shall complete construction improvements through final grading within 14 days.

PROSECUTION AND PROGRESS 

The anticipated project schedule for this project is approximately 120 working days from start to finish. Submit project schedule to the City of Early for review and approval. 

PROJECT SCHEDULES 

Bar Chart scheduling will be required to be submitted and maintained bi-weekly by the Contractor. 

REMOVING CONCRETE 

Concrete removal, if needed shall include neat saw cut adjacent to existing structures, drives, and sidewalks to remain in place and at other location as directed by the Engineer. 

BLOCK SODDING 

Sodding for this project shall be completed by the City of Early. Contractor shall prepare area for sodding with 4” topsoil free of debris suitable for sodding materials. 

City of Early will provide topsoil on site for contractors use. FERTILIZER • Fertilizer for this project shall be completed by the City of Early 

VEGETATIVE WATERING 

Vegetative watering for this project shall be completed by the City of Early 

CONCRETE SIDEWALKS 

Reinforcing bars for, Class A Concrete used in sidewalk, if applicable, shall be #4 bars on 18" centers unless otherwise approved by the Engineer. 

INSPECTIONS / WARRANTY 

The City of Early will act as the inspector for the project. The contractor shall contact Early City Hall at 325-643-5451 24 hours before inspections are required. Inspections shall be required for form and steel placement, finished subgrade, finished flex base lifts prior to seal coating and shall be visible when requested for inspection. 

The contractor shall warrant the workmanship and material for a period of one year from completion and acceptance of project. The City of Early will inspect the entirety of the project prior to substantial completion for imperfections in the quality of material and workmanship.  

PREPARATION OF ROW 

Preparation of ROW is estimated at approximately 3.0 acres for the base bid and 0.5 acres for the bid alternate. Contractor shall review TxDOT Specification ITEM 100 and consider all debris within the limits of the project and within the City project existing and proposed ROW subject to removal. This is inclusive of existing concrete, pipe, fencing, construction debris, cattle guard, and other material encountered in the construction of the project to be removed from the project site at the contractor’s expense. Notification shall be made to the City of Early immediately upon encountering any potentially hazardous materials. 

The use of materials on site is subject to approval by the City of Early. Disposal of any excess fill within the site is also subject to approval by the City of Early. No hazardous materials are to be stored on site when not in use. 

CONCRETE SIDEWALKS 

Construct concrete sidewalk according to Item 531 as called out in the plans. Sidewalk payment will be measured in place by square yard of surface area. Expansion joints should be placed at section lengths greater than 8 ft but less than 20 ft. 

Reinforcing bars for, Class A Concrete used in sidewalk, if applicable, shall be #4 bars on 18" centers unless otherwise approved by the Engineer. 

For concrete areas on site layout sheets, contractor shall submit a joint layout plan for approval by the engineer. The maximum area allowable without a joint is 144 SF (12’x12’). 

TEMPORARY EROSION, SEDIMENTATION, AND ENVIRONMENTAL CONTROLS 

Installation of BMP’s is mandatory prior to beginning construction. 

Materials shall not be stockpiled onsite without the approval of the City of Early.

Maintenance of BMP’s shall be regular, and all silt fence check dam features shall be cleaned and repaired within 48 hours of a storm event. Replacement of BMP’s and maintenance work will not be paid for directly but subsidiary to the initial installation costs. Removal of BMPs at the end of the project will be allowed with approval from the Engineer and the City of Early. 

Sodding for this project shall be completed by the City of Early. Contractor shall prepare area for sodding with 4” topsoil free of debris suitable for sodding materials. 

ESTABLISHMENT OF PROJECT CONTROL 

Contractor shall establish a minimum of two control points prior to construction that will not be disturbed or impacted throughout the duration of the construction. The control points shall be installed within the limits of the base bid project area. This work will not be paid for directly but is subsidiary to the project components. 

SAFETY 

The contractor will provide and maintain any traffic control devices and signs in accordance with TxDOT standards BC(1)-14 through BC(12)-14. Any signs required that are not detailed in the standard sheets will be in conformance with the latest versions of the TMUTCD and the “Standard Highway Sign Designs for Texas.” No work shall be performed on active roadways without the approval of the City of Early.

FINAL CLEAN UP 

Upon completion of the work, and before final acceptance and final payment is made, the contractor will clear and remove from the site all surplus and discarded materials and debris of every kind, leaving the entire project site in a neat and sightly condition.
