All drought restrictions have been lifted as of 7:30AM today, May 28th. The abundance of rain recently has brought Lake Brownwood up to 80.9% capacity and 4 feet below the spillway.We encourage residents to always be cautious of wasting water. Stage 1 Drought Conditions Issued
As of Monday May 6th, the Brown County Water Improvement District has issued Stage 1 Drought Contingency Conditions. This means that the lake has risen to 6 feet and 2 tenths below the spillway with the recent rainfall. This means we will be back in Stage 1 of our Drought Contingency Plan, and voluntary restrictions are now in place.
The voluntary watering schedule is as follows:
- Odd addresses - Mondays and Thursdays before 9AM or after 7PM
- Even addresses - Tuesdays and Fridays before 9AM or after 7PM
- No watering from 9AM to 7PM
This watering schedule applies to residential, commercial, industrial, and institutional accounts.

Stage 2 Drought Conditions Issued
As of Wednesday morning, the Brown County Water Improvement District has issued Stage 2 Drought Contingency Conditions. This means that the Brownwood lake has dropped below 8' of the spillway. The lake is reported to be at 65.8% capacity.
This stage 2 status triggers mandatory watering schedules to aid in the conservation of water across the city. Details of this watering schedule are as follows:
- Odd Addresses - Watering is permitted Mondays and Thursdays
- Even Addresses - Watering is permitted Tuesdays and Fridays
- NO ONE is permitted to water between 9AM and 7PM.
This watering schedule applies to residential, commercial, industrial, and institutional accounts.

Lake Reaches 8 feet below Spillway Triggering Stage 2 Drought Restrictions
Brown County Water Improvement District and the City of Early stage 2 drought contingency is triggered when Lake Brownwood reaches 8 feet below the spillway. The city of Early was notified this afternoon that this trigger point has been reached. The goal of stage 2 is to achieve a 15% reduction in water use in hopes to retain as much water in our lake and reservoirs as possible. To achieve this, we must all work together by following this watering schedule:
- Odd addresses water on Mon & Thurs
- Even addresses water on Tue & Fri
- No watering AT ANY ADDRESS between the hours of 9AM to 7PM
No person or entity shall knowingly or intentionally allow the use of water from the City of Early for residential, commercial, institutional, industrial, agricultural, governmental, recreational, wholesale, or any other purpose that is not compliant with this schedule.
A City of Early code enforcement officer, police officer, or other official may issue a written Notice of Violation to a person or entity if they reasonably believe them to be in violation of this Plan. For subsequent violations following written notice, please click here and view page 30.
Additionally, we are asking that you help to reduce the amount of water used by being mindful of your usage. One thing that may help conserve water while also lowering your water bill is to check for leaking toilets. To do this, put a few drops of food dye into the tank of your toilet and let it sit for 30 minutes. After 30 minutes, return and investigate the bowl. If there is food dye in the bowl, that is an indication that it is leaking. Toilet bowl leaks range anywhere from 1 gallon per hour to 30 gallons per hour and even more in some severe cases.
